There is no better place to find a collective knowlege of V4 Hondas.
The '83 V65 Magna was the most powerful of the big Magnas. Carbs were different than later years when it was slightly detuned. (5-7hp IIRC)
Look for actual top speed of 145-150mph. The 3:40 gear mod will surely get you to 150.
The big Magna certainly will power wheelie if in tune, in 1st and second.
Mine, tho modded, would completely flip itself over (and I very nearly found this out the hard way, standing it almost straight up on a launch) if not clutched.
Where do you live? Once you join V4hondabbs.com, there is a very good chance someone lives near evough to you to help you do your own work.
I have an extra set of fork seals and cerclips if you still need them.
Your bike looks familiar, and this topic is a little old.
