the bolt you indicate will definitely allow the peg to rotate as you wish.
however, it looks like the bolt on the exact other side from where you are indicating...the one that tightens the clamp...should allow the whole pivoting assembly to turn freely before you finally tighten the clamp.... and adjusting it from there would allow the peg to lay flatter against the bar when it is pivoted up...?
but heck, you cannot break these things.... have at it !
