If you need the shield and bags and like the ones that come on the stock tourer, buy dressed. If you think you'd want different accessories than what come with it, buy naked.
Also check that you'll actually be able to carry all the stuff you want to carry. Cold weather gear + gym bag + laptop is a lot of stuff for saddlebags.
