That story is in Canada and the constitution may be different. But here in the U.S. There in no right to ride a motorcycle. There is no right to even drive a car. If he can't wear a helmet then he shouldn't ride a motorcycle or move somewhere that has no helmet laws. If an exception is made for one person then they should repeal the law all together. No exception should be made for religious grounds in that case.
