I personally feel that if a people are being murdered in mass and they are unable to defend themselves and you have the capability to stop it, you have an obligation to stop it. If you were walking down the street and saw a big kid kicking the crap out of a little kid, or a man beating a woman senseless, would you pretend you didn't see it or would you try to help? I know what I would do, because I know what I've done.
You can make all kinds of arguments for and against taking action, but I try to think of it from the victims point of view. " Surely the world is not blind to our suffering, why won't somebody help us. " Everyone gets bent out of shape when some a@$hole throws a puppy off a cliff, but where's the outrage when a bunch of thugs cuts the hands off of everyone in a village.
