I don't think that the problem is that simple. Sure, the parents have to give their kids a sense of right and wrong - the kids have to learn empathy, knowing that it is wrong to inflict pain on another human.

I agree that video games and media in general has desensitized people. But are people supposed to completely abandon the ability to tell reality from make believe; right from wrong ,etc.
It's 100% due to up-bringing, where morals and values are to be taught. Yes kids can stray from it some due to peer pressure and whatever, but if the up-bringing was done half way correctly, the "foundation" should be enough to reel them back to reality before they do anything as horrible as this.
The drugs you mentioned above are another story but are somewhat related.
