I don't think that the problem is that simple. Sure, the parents have to give their kids a sense of right and wrong - the kids have to learn empathy, knowing that it is wrong to inflict pain on another human.

But there are other factors that have desensitized society which are also to blame: Peer pressure to participate in "slap parties" and other stupid activities made popular and possible through video-phones and the Internet; Films showing torture and massive violence (everything from Misery to John Rambo); the graphic nature of the evening news and pseudo-"reality" television shows which make violent criminals into TV stars; and even the widespread use of anti-depressant drugs which lower inhibitions while "elevating mood".

All of these things contribute to a higher frequency of violence in today's world.
