1) Can't say without much more information, though most bikes that run well are worth at least that.
2) Too much. Buy a faired one if that's what you want.
3) Crash damage. That's the #1 reason for going naked. Also, maintenance records. 32k isn't a lot unless it's been neglected.
If $1500 is your budget, options may be limited.
