Hmmmmm.......seems to me like the thermostat would be closed during flushing, unless you were flushing with boiling water, that is!
Some of the "facts" here don't quite add up.
Could be the pump but for the difference in cost and hassle of changing, I'd sure try a stat first.
Most water pump failures are the seals leaking. It's pretty rare to stop pushing the water.
