No, they are two different systems.
ABS = "Anti-Blockier-System" = Anti-lock brakes. With ABS, a sensor detects if the vehicle is still moving, but a wheel is about to lock up, and pulses the brake to prevent the wheel from losing traction and skidding.
Fully Integrated brakes = when you use the brake lever (hand or foot), a computer distributes the braking to both the front and rear brakes to give you optimal stopping power.
Partially Integrated brakes = when you use the front brake handle, the braking power is distributed to both the front and rear brakes. When you step on the rear brake lever, only the rear brake engages.
intimid8er, what you mentioned were fully-integrated brakes, which I don't like (and don't see offered much anymore). Partially Integrated brakes solve this problem - if you use the front brake, it activates both, but if you use the rear brake, it only activates the rear. This prevents the slow-speed braking problems you mentioned.
